During National Water Quality Month, we’re looking at the full process behind safe, clean and reliable water service — and why investment and regulation matter at every step.
National Water Quality Month is dedicated to recognizing the importance of clean water for health, economic development, agriculture, and the environment. It is also a timely reminder that protecting water quality requires decisions and investments across the entire water cycle — from the natural sources that supply drinking water to the treatment facilities and distribution systems that support communities every day.
For water providers, quality is both a public health responsibility and a standard of excellence linked to expertise and performance. Water professionals operate drinking water systems under the Safe Drinking Water Act (SDWA), a federal law that sets national standards for drinking water quality and helps ensure that water systems monitor, treat, and deliver safe drinking water to consumers.
The Full Water Cycle Behind Safe Service
The water cycle begins with source water, drawn from rivers, streams, reservoirs, or groundwater wells. Source water is treated at a water treatment plant before being delivered through a water distribution system—a complex network of pipes, pumps, valves, storage tanks, hydrants, and meters. After use, wastewater (sewer) collection systems deliver wastewater from homes and businesses to wastewater treatment plants or facilities, where contaminants are removed and effluent is treated before being safely returned to the environment.
Infrastructure Is the Foundation of Water Quality
That cycle is only as strong as the infrastructure behind it. Aging pipes, treatment plants, pumps, valves, meters, and sewer systems are placing new pressure on these systems. When infrastructure deteriorates, water quality risks can increase through main breaks, potentially causing pressure loss, service interruptions, boil water advisories, and delayed compliance improvements.
Private, regulated water providers can play an important role in meeting these challenges. Peer-reviewed research and decades of compliance data show that private water and wastewater providers are less likely to violate SDWA standards and consistently deliver strong operational performance. This track record reflects specialized expertise and a sole focus on operating and maintaining water and wastewater systems to protect water quality for the long term.
Strong Oversight Supports Strong Performance
Private, regulated water and wastewater utilities operate under formal oversight from state and local health departments, environmental agencies and Public Utility/Service Commissions (PUCs/PSCs), creating an added layer of oversight around service quality and customer protections. Regulators:
- Enforce standards for reliability and quality of service
- Assess infrastructure investment plans
- Require ongoing transparency and accountability
